This is a once a term Newsletter of ideas and bytes and PCs regarding Information Technology and the Learning Technologies. I would welcome any ideas.

 

An Open email from the Premier to all Government staff

The technology exists to deliver government services 24 hours a day seven days a week so that we can better serve Victorians.

The broadband telecommunications capability, which is being delivered through VicOne (http://intranet.vic.gov.au/vicone/siteindx.htm) is being rolled out. All Victorian schools will be connected to VicOne by July and by 1999 all 3,100 State Government offices across Victoria will be connected.

The maxi (http://www.maxi.com.au) network (multimedia kiosks, the Internet and the telephone 13 27 23) launched last December is being used by Victorians to pay their electricity and water bills and do business with local government and State Government agencies such as VicRoads and the Births, Marriages and Deaths Registry.

Business Channel (http://www.business.channel.vic.gov.au) is delivering online services to business.

Land Channel (http://www.land.vic.gov.au) is providing access to Government land information.

These initiatives are part of the Victorian Government's plan to deliver online service options for all our services by 2001.

Multimedia Victoria (http://www.mmv.vic.gov.au) the Government agency responsible for leading, coordinating and implementing the Victoria 21 policy across all Government agencies, has recently produced 'Electronic Government - Victoria leads by example' (http://intranet.vic.gov.au/target/target.htm). The exemplar case studies in this publication point to why the Victorian Public Service is fast establishing a reputation as a world leader in utilising technology to enhance service delivery. I congratulate the agencies involved in this quest so far and commend this publication to you.

The entire Victorian community will benefit as a result of our efforts in delivering services on line, on time, all the time by 2001.

Report from the CEGV Annual Conference

Overlay Boards

A number of schools are using overly boards in the classroom. Some have one per class. They are use in small and large groups for mainstream kids as well as special needs kids. The overlay board is an update of the concept board and is used by the AFL for stats and KFC, MacDonalds and most shops on their cash registers. This looks a really promising Learning Technology to develop. I was impressed and went to two sessions.

Video Conferencing

A number of schools are investigating the use of low cost video conferencing in real time over VicOne. $200 - $500 per camera.

Important points

Only 40% of staff valued Learning Technology

Most are limited only to word processing, CD ROMS and Internet

10 - 15% of staff only had undergone some form of extended Learning Technology Professional Development

Travel Buddies

A large number of schools participate in Travel Buddies. See the OzProjects brochure in schools for details. They're free.

Multimedia

The creation and use of multimedia with text, graphics and sound is the big and powerful push. That is the creation of multimedia activities and not just the playing of CD ROM activities. e.g. Kid Pix, Kid Works, MicroWorlds, HyperStudio,

An impressive speaker was Karen Felstead at Buninyong PS and her use of Kid Works 2/Deluxe to create talking books from photos and scanned images.
